Session #101 · 1989–91

Speech #1010075038

DC. DEAn MR. DARMAN: During the debate on the Immigration Reform and Control Act of 1986. the National Governors Association worked hard with Congress and the Administration to craft an appropriate program that accurately reflects the fiscal impact of legalization on state and local government. Although some problems exist in implementation of the State Legalization Impact Assistance Grants (SLIAG). states are confident that all of the funds appropriated to reimburse the costs associated with legalization will be legitimately spent in the time frame set out by the law. As Governors. we must request that all funds appropriated for legalization Impact remain available for states.
