From the $870.000.000 in fiscal 1990 funds. this would still leave $446.956.000 available for distribution to States for legalization assitance grants. On top of these funds. the States have still not spent $1.6 billion in appropriations made available during the last two fiscal years. So far. only $236 million has been spent from the $1.8 billion in prior years funds. Furthermore. another $1 billion remains to be made available in fiscal 1990. There appears to be more than enough available to meet the purposes for which these funds were intendedto offset the health and education costs to States of assimilating aliens legalized under the 1986 Immigration Act.
