It is time to ease up on the Nicaraguan economy by ending the trade embargo (which the antiSandinista opposition in Managua has been complaining about for years). An even more positive step would be to stop blocking loans from international lending institutions such as the Inter.American Development Bank. Recovery of the Nicaraguan economy would stimulate the regional economy and stanch the flow of refugees. including former contras. into the United States. Finally. it is time to throw the weight of US policy behind a negotiated settlement of the civil war in El Salvador. Unraveling the Salvadoran situation has taken a back seat to the intervention in Nicaragua.
