Speech #1010066871

They have. I am strongly supportive of these changes and believe there is some cause to be optimistic that the status of political and economic life in Eastern Europe will continue to improve. Hungary also has made progress over the years on free emigration and other social goals. These steps have been taken under the watchful eye of U.S. policymakers and the U.S. Congress. and we have been able to influence and encourage such progress because preferential tariffs have never been granted unconditionally. The Congress has reviewed the status of Hungarys progress in the areas of emigration and human rights every year under the JacksonVanik amendment. This oversight has all but guaranteed that Hungary continue to Improve its protection of fundamental human rights and freedom of emigration. We should not repeal this effective annual review procedure by unconditionally extending MFN to Hungary for 5 years. If Hungary continues on a progressive path. they have no reason to fear that MFN will be taken away from them.
