One of the most important provisions of that act. from the perspective of the United States and the free world. is the ability of people to travel from their own country to any other place of their choosing and to return to that country from which they left if they so choose. In fact. just the opposite is true. It has the best record of any of the Warsaw Pact nations with respect to emigration policy. Only Poland. very frankly. is in its league.
