Just simply does not make any sense today. and the bill should not be on this floor. That is the crux of this entire issue before us today. Make no mistake. this bill is the opening salvo in what is going to become a concerted effort aimed at undermining the JacksonVanik amendment. If Members do not believe in JacksonVanik. then they should go ahead and vote for the rule and vote for this bill. If they believe in it. if Members want people to have the right to emigrate throughout this world. then they will vote to defeat this rule. Mr. Speaker.
