Session #101 · 1989–91

Speech #1010066149

With these goals in mind. I am Introducing the United StatesMexico Debt Exchange and Border Development Act of 1989. Mexicos economic difficulties are primary causes of recent population Increases in border communities. as well as the immigration of Mexican citizens into our country. In addition to the annual legal immigration of 50 to 60.000 Mexicans to the United States. about 1 million undocumented Mexican Immigrants cross the border each year. In recent years. these population increases and flows of immigrants have hindered the ability of public services and facilities in border regions to provide needed and effective assistance to communities. Our Government must demonstrate true leadership In the effort to address the Mexican debt. while alleviating problems along the United StatesMexico border. The Government of Mexico currently owes our Govern. ment approximately $2 billion.
