Congress is engaged in a capital improvement initiative for United StatesMexico border facilities. Since 1988 and hopefully continuing into 1990. our efforts to improve the border facilities between these countries have been truly gratifying. If one could have seen these border crossings before we started modernization. they were actuallyI hesitate to use the wordbut they were a disgrace. Not only to our country. but they were also inadequate to handle the commerce between the two countries. We are doing everything we can to increase. in an ordinary. normal. and mutually beneficial manner. the trade between the Republic of Mexico and the United States.
