Mr. President. individuals who do not file a timely phase 2 application would see their status revert back to that of an illegal alien. anu I dont feel there are many here who do not recognize the seriousness of that unfortunate consequence. Under current law. States cannot advise newly legalized persons about general phase 2 requirements or about the need to submit a new application.
