If we are going to have a fully integrated border interdiction system as part of our antinarcotics efforts. DOD has the resources and has to play a part. We cannot afford to have it once again abandon this admittedly difficult mission and be a bystander. while the State Department and Drug Enforcement Agency and Customs and the Coast Guard and the Immigration iVervice each try to do their share out of even more limited sources. I thank the chairman and ranking member for offering this amendment. Although it uses different earmarks from the amendment I filed last week. it carries the same funding level as the amendment I filed for drug interdiction. and embraces the same fundamental principlethat the military must participate in fighting drugs.
