It is imperative that Congress act to ensure that this unintended effect of IRCA be eliminated. As it stands now. little effort has been made to inform and educate potential victims of discrimination of their protections under the law. The Office of Special Counsel fcr Immigration Related Unfair Employment Practices [OSC] has been successful in deploying only a patchwork program of education and enforcement. OSC has utilized less than 5 percent of its budget for education. producing a pamphlet and business group seminars. It is clear to me. my colleagues and those organizations monitoring the implementation of IRCA that the public education/outreach and enforcement program in place is not comprehensive enough to fully overcome the ignorance that is out there now.
