Session #101 · 1989–91

Speech #1010057810

That is a step in the right direction. But do we realize how much hard work has gone into getting that announcement? It has taken almost two years of work to get the Census Bureau to count real Americans for the purposes of being represented in Congress. but on the other hand. we are spending our time trying to figure out a way to start counting illegal aliens for purposes of representation in Congress. I have heard pleas from all the people in the border States saying. "Oh. but we have these special problems with aliens. and we have got to count them for the purposes of all the Federal programs." I do not have a problem if they are separated out and if we could count them for the purpose of participating in these particular programs. I understand those kinds of hardships. but I have one heck of a time figuring out why it is that anybody thinks we ought to count illegal aliens for the purposes of being represented in the U.S. Congress. That is the problem we are attempting to deal with with this amendment. and I would suggest that the Members of Congress ought to support the two gentlemen from Pennsylvania in that effort.
