Session #101 · 1989–91

Speech #1010057693

Mr. Speaker. time is running out for the Congress to express its displeasure over Census Bureau plans to distort the apportion. ment of congressional seats by counting Illegal aliens. Bills offered by three of my colleagues and myself. some with 50 or more cosponsors. have been bottled up in the House Post Office and Civil Service Committee. While the committee has held hearings. there is no expectation of a markup or even a vehicle for amendment. Now is our last chance for change. The House should be heard on this issue before an administrative decision by the Census Bureau allows a distortion of the apportionment of congressional seats between and within all 50 States.
