I rise in opposition to the legislation which is before us today. I do so with some considerable reluctance. I find myself in a curious position. as I have been about other immigration legislation before this body. because I probably support more open immigration than most of my colleagues. I have urged Members to change our immigration laws drastically to open our borders to many more people than we currently allow into this country. I am also reluctant to oppose this bill. remembering a meeting I had with a large group of Chinese students in my own community of Tucson. just 10 days ago. We had considerable discussion of this legislation. and I heard their very strong arguments in favor of it.
