Session #101 · 1989–91

Speech #1010050763

Mr. Speaker. today I. along with several of my colleagues. am Introducing legislation which will provide a solution for the dilemma facing Chinese students living in the United States. Our bill. the Emergency Chinese Immigration Relief Act of 1989. will give Chinese students who are living and attending school in this country the opportunity to apply for permanent residence status after July 5. 1993 if the President cannot certify that the political climate in China makes it safe for these students to return. The provisions of this legislation are essentially the same as a bill which Senator SLADE GORTON and a number of other Senators have just introduced in the other body. I am inserting a copy of this bill in the CONGRESSIONAL RECORD.
