With all that is going on in the Soviet Union. there is a desperate need for more. not fewer. American personnel. To cite one example. most Senators believe we should take advantage of loosened Soviet emigration requirements to facilitate the exit of Soviet Jews. dissidents. and evangelical Christians. Adoption of this amendment would make it impossible for the United States to process visas and thus bring the emigration to a halt just at the time we have succeeded in changing Soviet policy on emigration. It would be a grotesque tragedy for those who have suffered so much for the opportunity to move to a free country. The administration shares those thoughts and strongly opposes this Helms amendment.
