President. I believe the United States has an obligation to people who yearn for liberty in China. and other countries suffering under the tyranny of communism. Because of this. I am iweased to offer an amendment which would increase the annual United States quota of Hong Kong immigrants to 10.000. I believe raising the level of this quota is necessary because of the growing unrest in China which threatens the rights and freedom for the people of Hong Kong. The recent violence in China by the Government against unarmed citizens was an ugly response to cries and protests for democracy.
