Mr. President. I would like to underscore. first. what my colleague from Wyoming has said. Anytime we send arms into an area. let us prepare for a refugee flow. That is part of reality. and we better face that part of reality. Second. I could not agree more with the Senator from Alaska when he says our No. 1 aim ought to be to make sure that the Khmer Rouge does not come back into power there. However we can work it. that ought to be it. But I think. keeping in mind one other factor. and that Is. we do not have a source of great stability in Cambodia.
