Session #101 · 1989–91

Speech #1010049190

What we have seen is a steady increase in the release of people from Russia. allowing them to move to other countries. We have seen that particularly true for the Jewish groups that have access to Israel and are coming to the United States and to Western Europe as well. When we brought about the adoption of the JacksonVanik amendment to the Trade Act of 1974. that was truly the criteria for receiving mostfavored nation treatment. whether a country would allow free emigration of their people. The situation has been improving over the last few years. What we have seen with glasnost and perestroika is a dramatic change taking place in the Russian empire.
