Mr. Speaker. in recent weeks. a number of wellknown Soviet Jewish refuseniks have received notice from the Soviet Government that they have been granted or will be given permission to emigrate. For example. longterm refuseniks. such as losif Begun and Victor Brailovsky. have been alerted that they may immigrate to Israel. Overall. there has been a substantial increase in Jewish emigration from the U.S.S.R. In 1986. 914 Jews were allowed to leave the Soviet Union while 4.699 Jews had emigrated as of August 1987. These statistics. as well as reports that some of the more famous refusenik cases will be resolved. have raised hopes that the Soviet Government may be changing its policy toward Jews who have expressed a desire to leave the Soviet Union. Indeed.
