Session #100 · 1987–89

Speech #1000090958

Mr. Speaker. I am pleased to participate today in the special order. sponsored by the Congressional Coalition for Soviet Jews. to address the issue of human rights and Jewish emigration in the Soviet Union. It is particularly appropriate to speak about this issue at this timefor not only does it coincide with the muchawaited visit of Soviet Foreign Minister Eduard Shevardnadze. it also coincides with the celebration of the 200th anniversary of the U.S. Constitution. Thanks to the Constitution. American citizens are guaranteed basic human rightsrights which are systematically denied to Soviet citizens by their government. The introduction of the glasnost policy by General Secretary Gorbachev has been accompanied by encouraging progress in United StatesSoviet relations.
