Mr. Speaker. I rise in support of H.R. 618. The ongoing conflicts in El Salvador and Nicaragua have produced thousands of refugees fleeing the horrors of war. Many of these have sought refuge in Mexico and Central America. while some have made their way to the United States. Our Governments response. tragically. has been to deport many back to the civil wars in their own homelands. There is no question but that the situation in El Salvador and Nicaragua remains dire. The Church World Service reports that in El Salvador. 60.000 civilian noncombatants have been killed since the start of the conflict. and close to 1 million persons have been left homeless.
