Session #100 · 1987–89

Speech #1000080318

As my colleagues know. President Duarte has personally requested this exemption and has written and talked to the President of the United States on this issue. The administration has provided more generous treatment of asylum applications of Nicaraguans and Poles now enjoying extended voluntary departure and frankly I believe that it is only just and fair given the situation in El Salvador to extend such status to Salvadorans. The Congress over the past several years has taken numerous steps to support the fledging democracy which has been established in El Salvador. President Duarte is faced with a critical economic situation with high unemployment and continued civil unrest. Under these circumstances I believe that it is entirely appropriate that Salvadorans who are temporarily residing in the United States be given the opportunity to extend their departure beyond the requirements established in the Immigration Reform Act of 1986. I urge the adoption of this legislation.
