Session #100 · 1987–89

Speech #1000080310

Mr. Chairman. today we are considering a measure of vital importance to the people of Nicaragua and El Salvadora measure which just as importantly demonstrates to the world that the Congress of the United States will not sit idly by while the administration deports nationals of those countries to those wartorn lands. This measure. H.R. 618. which was introduced by our distinguished colleague. the gentleman from Massachusetts . would temporarily stay the deportation of Salvadorans and Nicaraguans in the United States. It is a bill that has the cosponsorship of over 100 Members of this body. and it is a bill that I wholeheartedly support. As many of my colleagues will recall. during the 99th Congress. the Judiciary Committee favorably reported out the predecessor to H.R. 618. Subsequently. a measure virtually identical to H.R. 618 was incorporated into the Immigration Reform and Control Act. By record vote. an effort on the House floor to strike that measure from the bill was defeated and. as a result. the Housepassed Reform Act included a provision to provide temporary refuge to Salvadorans and Nicaraguans in the United States. Unfortunately. the House was not able to retain that provision in conference.
