Mr. PEPPER. who has been a strong proponent of H.R. 618 and who has given much of his time and energy to make this Congress aware of the plight of Nicaraguan refugees. I also want to express appreciation to the chairman of the Judiciary Committee. Mr. RODINO. who has been a steadfast champion of this. and so many refugee protection issues. In addition. Mr. Speaker. let me thank the distinguished chairman of the Immigration Subcommittee. Mr. MAZZOLI. and the ranking minority member.
