Speaker. many times previously. I have addressed this distinguished House regarding the case of Joseph Patrick Thomas Doherty. I have explained how this young man was arrested in New York on June 18. 1983. on an immigration warrant and how. although he has never been convicted of a crime in the United States. he has remained in our Federal prison system for the past 4 years. I have relayed to my colleagues how this case has been brought before the U.S. district court. the U.S. Court of Appeals for the Second Circuit. and the Board for Immigration Appeals and even though each ruling was rendered in favor of Mr. Doherty. he remains behind bars. On July 2. 1987.
