Session #100 · 1987–89

Speech #1000074693

It is very simple. It takes about 15 seconds to read it. It says: The provisions in amendment323. the amendment we agreed to a week or so agoshall be avoided if the President of the United States determines in a report to Congress that the application of such provisions would make it more difficult to improve human rights practices in Romania or to enhance opportunities for emigration of persons from Romania. In other words. the previous amendment stands. but if the President determines the application of the previous amendment will do more harm than good. then the President can avoid it. That is all this says.
