The gentleman has misinterpreted entirely the amendment that is before us. as evidenced by the gentlemans own staff. What we propose to do in this amendment is cut each of the gentlemans numbers. the numbers in the committee bill. by 2.4 percent straight across the board. Yes. that is EDA. Yes. that is prisons. Yes. that is everywhere else. but it is only 2.4 percent. We also propose to exempt Drug Enforcement. the FBI and the Immigration and Naturalization Service from that 2.4percent cut. That is what we do. None of the rest of this that the gentleman represents to the House is in fact in the amendment that we offer.
