Mr. Speaker. I would like to draw the attention of Members to a high school in my district which is doing a remarkable job in turning disadvantaged teenagersmany of them from poor. illeducated immigrant familiesinto collegebound scholars prepared to contribute to the future. Low expectations are preventing too many disadvantaged Hispanic and other minority students from breaking the circle of undereducation and poverty. The underrepresentation of these students in classes for the gifted and talented. and high dropout rates bear testimony to this problem. I hope that the example of James A. Garfield High School in Los Angeles can serve as a model of how this dangerous cycle can be ended.
