It must never again permit itself to be seen as supporting. even by mere tolerance. an antidemocratic dictator. Have we not learned our lesson yet? We have an opportunity to support reform. The charges leveled at Noriega only confirm what many have suspected for a long time. His involvement in government corruption. election fraud. sale of visas. and assassinations demonstrate Noriegas warped and despoitic leadership. Also. there are clear indications that Noriega participates in extensive drug trafficking and money laundering. The importance of this amendment cannot be understated.
