Session #100 · 1987–89

Speech #1000058600

AIDS is a problem serious enough to warrant the united attention of all people in our country. Mandatory testing is the most divisive idea that has been considered on the subject of AIDS. There are special cases such as prisoners and applicants for immigration where mandatory testing may be advisable. but as a general rule. it should be avoided. Many people will want to be tested on a voluntary basis. if for no other reason than to set their minds at ease. and such testing should be readily available. However. it should only be administered with adequate counseling which points out both the limitations of the test and ways to avoid either spreading or contracting the disease.
