DECONCINI. and myself urging the resumption of this highly successful program. I believe now is the time to get this program back on track. The Orderly Departure Program proved to be a highly successful program. and for 5 years more Vietnamese emigrated to the United States and the 40 other receiving countries via ODP than by any other means. including illegal ones. Unfortunately. on January 1. 1986. the Socialist Republic of Vietnam suspended the U.N. High Commissioner for Refugees interviewing and processing of applicants for departure. This resulted in the suspension of a program that had enabled some 50.000 people to depart Vietnam for the United States and 65.000 for other countries. My interest in this issue grew significantly as the result of a trip I made to Southeast Asia. along with Senator DECONCINi as part of a bipartisan congressional delegation. to meet with various governmental officials in Vietnam.
