Chairman. I want to compliment the gentleman in the well. the gentleman from Missouri . He has worked long and hard on this entire issue. not only on refugees but the entire Central American problem. He has given it great study. great detail and he has been very. very patient. waiting for his opportunity to offer this amendment. And I compliment the gentleman. As the Member who introduced the basic amendment that he wishes to amend and as the Member from Florida who recently received some 130.000 Cubans during the recent Mariel boat lift. I can say to the gentleman that his amendment is extremely important because the issue of refugees. Mr. Chairman. is real.
