Session #100 · 1987–89

Speech #1000053578

Mr. Chairman. this may be characterized as an noncontroversial amendment. but I am going to take some time. since we have 12 hours of debate. to talk about it. We have not talked about the problems of refugees coming into the United States from Central America and it is an important topic on all of these amendments that we have before us. We have talked about national security and security issues but I want to focus for just a minute on the socialeconomic issues. Mr. Chairman. if Communist governments indeed come to power in Central America. we can expect to see a massive influx of refugees into the United States. If the historical experience bears this out certainly the cost in both dollars and social and economic terms would be tremendous. In my few moments.
