Session #100 · 1987–89

Speech #1000051178

H.R. 4 merely reaffirms the status quo. it does not even begin to take the steps that we must take if we are to meet the desperate need for decent housing in this country. And act we must. If the last 6 years has taught us anything. it has been that the homeless and the nearhomeless will not simply go away if we do nothing. Without massive and immediate Federal action. the creation of a permanent class of refugees will be the inevitable and unconscionable result. By all means. let us vote to pass H.R. 4. But let us also come back next year to finish the job that must be done.
