Session #100 · 1987–89

Speech #1000048119

Mr. President. I have examined this amendment. I really think it is pretty close to being beyond dispute. Clearly. the United States does now reserve the right to exclude from our borders people who would emigrate here. on the basis that they carry communicable diseases. Clearly. AIDS is a communicable disease and a lifethreatening disease. Therefore. I will vote for this amendment. However. I should like to reiterate a point that I tried. maybe not very persuasively. to make a week ago last Thursday. The AIDS issue is undoubtedly the most serious health problem we have ever faced in the United States.
