Sadly. for many children around the world. life brings sorrow and difficulties. rather than health and joy. This is particularly true for the children of Soviet refuseniks. In many cases. these children have grown up in families which are treated as secondclass citizens because they have requested permission to emigratebecause they have sought to exercise their fundamental human right which the Soviet Government has pledged to observe in international agreements. Mr. Speaker. I would like to call your attention and the attention of this House to the case of Judith Ratner and her husband Leonid Bialy. two Moscow refuseniks who have been denied exit visas for 10 years. Their two sons and their 6weekold granddaughter are victims of the same arbitrary restrictions and discrimination which so many refusenik children suffer. Today.
