These Senators know that this bill was spiritedly debated for I think nearly 15 days on this floor during 6 years and it passed at each Congress by significant majorities. I think all of us are aware of the strong bipartisan support that went into creating a bill like this. carefully crafted to meet the national need and interest while receiving a broadbased support.
