Session #100 · 1987–89

Speech #1000045230

As a member of the delegations human rights working group. I personally provided the General Secretary with a list of cases of special concern. which included 11 Ukrainians detained at the infamous Perm Special Regime Labor Camp No. 36. I also sought full human rights. including the right to emigrate. for Yosyp Terelya. Danylo Shumuk. and Mykola Rudenko. I was told that these cases would be reviewed. In what is perhaps a positive sign. Danylo Shumuk was informed in the aftermath of our trip that he would be allowed to emigrate to Canada. Madam Speaker. the conclusion I reached from my meetings and trip is that glasnost is real. It reflects. however. a difference only of degree. and not of kind.
