The Soviets contend that Naum possesses government secrets. These secrets. however. have been published in Soviet journals. and Naums former supervisor has made a written statement clearing him of any such knowledge. I will continue to appeal to the Soviet Government to end the inhumane treatment of Naur Meiman. Despite apparent reforms. the Soviet Government refuses to release Naum. In fact. OVIR recently informed Naum that he will never be released. Nevertheless. we must continue our work on behalf of Naum Meiman and all other Soviet citizens who wish to emigrate. I implore the Soviet Government to issue Naum Meiman an exit visa.*
