During this time. which ends on June 1. the Government was to distribute forms and information to employers. and conduct a public education program about the employer sanctions provisions. So far. the education effort has been inadequate. The Immigration and Naturalization Service [INS] was to send employers a handbook explaining the employer sanctions provision. plus copies of all the necessary forms. but has yet to do so. The 19 employment eligibility verification forms wont be made out to employers until June 1 at the earliest. and it will take 20 days to mail the forms to all employers. In addition. the final regulations and forms to implement the employer sanctions provision were just published less than a month ago.
