The Senator pointed out that it was not until April 8 that the INS finally contracted with a California firm to carry a public information program. It seems difficult to believe that all public information could be put together and disseminated to the employers of this country by June 1. In fact. it cannot. I am informed by the Joint Committee on Printing that they talked to the Immigration and Naturalization Service at 3 oclock this afternoon and were told that the handbook that is to be printed has not been approved in its final form by INS. So it has not been mailed as of today. How long is it going to take?
