Session #100 · 1987–89

Speech #1000043562

I would like to comment on the amendment that my distinguished colleague from North Carolina has offered regarding testing for AIDS. As I understand the amendment. it would withhold AIDS designated funds from States that do not require a negative test for the human immunodeficiency virus before issuing a marriage license. In addition. the amendment would require that AIDS testing be done for individuals who wish to immigrate to the United States. It was not long ago that we passed in this body. by unanimous vote. a sense of the Senate resolution that the President appoint a commission. That was done for the very purpose that I will touch on in a momentto make certain that we have leadership from the top. to make certain that the decisions on testing and other things are going to be made by the experts. those who have the knowledge. those who have the understanding. and I hoped that that commission would have been appointed by now. but it is my understanding it will be forthcoming very soon.
