Federal aid to education has been one of this countrys great success stories. Because of our emphasis on educational values. and through heavy investment. we have created one of the best educational systems in the worldone that attempts to provide equal educational opportunities for children throughout the country. We can be proud of our efforts to provide adequate education to all of our children. including the poor. the handicapped. and the children of immigrants. While this system is good. it is not perfect. The Department of Education. with the direction of Congress. has sought ways to fairly distribute limited funds to meet the educational needs of the country.
