Session #100 · 1987–89

Speech #1000042669

Mr. President. my concern here is to address Soviet intentions or potential to disrupt any such conference. Addressing this possibility. Secretary Shultz said Soviet intentions are unclear on this issue. The Secretary of State supports the Soviet Union reestablishing diplomatic relations with Israel and increasing the Soviet Jews emigration opportunities. This resolution will ask Mr. Gorbachev exactly what his intentions are. Mr. Gorbachev has often spoken for reduced nuclear arms and sought peace through arms control. Peace in the Middle East is an important U.S. policy objective. as is reaching verifiable nuclear arms agreements. Mr. Gorbachev has been effective in public relations in arms control. lets see how he is with respect to substantive questions of exactly how the Soviets stand on peace in the Middle East.
