As my colleagues know. chapter 1 is the largest Federal elementary and secondary program and provides compensatory education programs for educationally deprived children in lowincome areas. Over the last 20 years. Mr. Chairman. chapter 1 with its reading. math. and nutrition services. and special assistance for children of migrant workers and handicapped children has made tremendous strides in meeting the needs of our Nations children. On the national level. one study after another has come to the conclusion that these services are effective and productive. The Department of Educations report shows an increase in the percentile ranks of chapter 1 students in reading and math for every grade except 12th grade.
