Session #100 · 1987–89

Speech #1000041370

This bill is simple and straightforward. It lists some of the gross human rights violations that have been going on in Tibet and it puts the United States on record in opposition to its continuation. The legislation also authorizes a small amount of assistance to Tibetan refugees. In addition. if there are any more arms sales or transfers. the certification submitted to the Congress must be accompanied by a Presidential determination that the Government of the Peoples Republic of China is acting in good faith and in a timely manner to resolve human rights issues in Tibet. Accordingly. this bill represents a minimal response to the human rights violations in Tibet and I invite my colleagues to cosponsor it.
