Mr. President. last year I refused to support the Immigration Reform and Control Act for several reasons. Although I did not support the act. it is now the law of the land. However. there are areas where the bill needs to be corrected. One area that needs to be corrected is the special agricultural workers provision. I am introducing a bill which would clarify the scope of that provision. My bill would ensure that all fruits. vegetables. grains. cereals. and nuts are covered under the special agricultural workers provision. The bill also includes temporary ranch labor under the Special Agricultural Worker Program.
