Session #100 · 1987–89

Speech #1000034774

Mr. President. in the past few months numerous changes have occurred in the Soviet Union. Secretary Gorbachev and other government officials state that these changes are part of a new Soviet policy-"glasnost." Emigration levels have been higher in the past few months than in recent years. An increasing number of political prisoners have been released. Although I recognize that there have been some improvements. much greater steps are necessary before Western societies will be convinced that a true transition is taking place. I am pleased that the number of releases each month is increasing. However. decisions regarding exit visas are arbitrary and inconsistent. I cannot help but believe that if the Soviet Government was serious about implementing reforms. it would release individuals who require medical treatment in the West. Benjamin Charny is one of these unfortunate victims.
