So far. the education effort has been inadequate. The Immigration and Naturalization Service [INS] was to send employers a handbook explaining the employer sanctions provision. plus copies of all the necessary forms. but has yet to do so. In addition. the final regulations and forms to implement the employer sanctions provision were Just issued last Friday. The INS admits that a great deal of ignorance exists about these provisions of the act.
